NEWCASTLE HARBOURSIDE HELIPORT POLLUTION INCIDENT RESPONSE MANAGEMENT PLAN

The purpose of this document is to outline the necessary Pollution Incident Response Management Plans (PIRMPs) as required under legislative amendments that apply to all holders of an Environmental Protection License (EPL).

This PIRMP document covers the following specific information;

  • Hazards to human health or to the environment that our licensed activity may cause.
  • Details of the maximum quantity of pollutants stored, or likely to be stored on site, or used for the licensed activity. The locations of the pollutants identified on a map.
  • An assessment of the likelihood of a pollution incident and details of preventative measures or harm minimisation techniques, such as the location and use of safety devices.
  • A plan to deal with the eventuality of a pollution incident, including early warning mechanisms and contact details of persons authorised to implement the plan.
  • Contact details of authorities that must be notified including OOO if there is an immediate threat to human health or property, and the local regulatory authority (council or EPA), Ministry of Health, Workcover Authority and NSW Fire & Rescue.
  • A staff training plan, and records of dates on which the plan will continue to be tested and maintained in the future.

Aero logistics Pty Ltd acknowledges that the PIRMP must be tested every 12 months, and within one month of any pollution incident relating to the activity.

Aero logistics Pty Ltd will willing fully provide upon written request to an interested party or licensed officer a free copy of the PIRMP.

Aero logistics Pty Ltd group owns and operates The Newcastle Harbourside Heliport premises at 45 Fitzroy Street Carrington NSW 2294.

Under guidelines, regulations and legislation set down by the NSW Government Aero logistics Pty Ltd holds a “ACKNOWLEDGEMENT OF NOTIFICATION OF DANGEROUS GOODS ON PREMISES” issued under and subject to the provisions of the Occupational Heath & Safety Act 2000 and the regulations there under.

NEWCASTLE HARBOURSIDE HELIPORT POLLUTION INCIDENT RESPONSE MANAGEMENT PLAN

ITEM 1 Hazards to human health or to the environment that our licensed activity may cause.

JETA1 (AVIATION TURBINE FUEL) also known as KEROSENE PETROLIUM as outlined the       Harbourside Heliport is licensed to store up to 5,000L of JET A1 Turbine fuel in its approved on ground storage tank.

Hazards to Human Health as per the hazard classification criteria of NOHSC and the Australian Dangerous Goods Code highlight the following risks;

R10: Flammable- as the material has a low flash point, any spillage should be considered a potential fire hazard. THE HARBOURSIDE HELIPORT HAS REGULAR TESTING OF ALL FIREFIGHTING EQUIPMENT IN EVERY LOCATION THROUGHOUT THE FACILTY.

Only trained aviation airside personnel and licensed pilots are approved to conduct refuelling activities. Static earth straps are used to provide assurance against ignition sources. The Harbourside Heliport also has a full no smoking policy at the facility.

The fuel bowser (dispensing system) is locked 24/7 and only approved persons have access.

R38: irritating to skin- approved refuelling personnel to the appropriate PPE during all            stages of product handling.

R51/53: Toxic to aquatic organisms, may cause long term adverse effects in the aquatic environment. Approved storage systems, bunded refuelling areas, oil/water separators, pollution control systems and holding tank details are set out in the APPROVED Aero Logistics Pty Ltd Environmental Protection Plan.

R65: Harmful may cause lung damage if swallowed. Restricted access to refuelling area’s only given to authorised personnel adequately trained and wearing the appropriate PPE.

ITEM 2 Hazards to human health or to the environment that our licensed activity may cause.

AVIATION GASOLINE (AVGAS 100) as outlined the Newcastle Harbourside heliport is may store up to 600L of AVIATION GASOLINE in its approved AVGAS fuel drums.

Hazards to Human Health as per the hazard classification criteria of NOHSC and the Australian Dangerous Goods Code highlight the following risks;

R11: Highly flammable as the material has a high flash point, any spillage should be considered a potential fire hazard. THE NEWCASTLE HARBOURSIDE HELIPORT HAS REGULAR TESTING OF ALL FIREFIGHTING EQUIPMENT IN EVERY LOCATION THROUGHOUT THE FACILTY.

R23/24/25: Toxic by inhalation, in contact with skin and if swallowed- – approved refuelling personnel to wear the appropriate PPE during all stages of product handling. Refuelling operations to be done in the approved open space/ well ventilated areas.

R33: Danger of cumulative effects- only approved and trained personnel to work with product in accordance the products MATERIAL SAFETY DATA SHEET (MSDS) attached overleaf.

R38: Danger to skin- as per the safe handling methods outlined above- approved refuelling personnel to wear the appropriate PPE during all stages of product handling.

R45 (1): May cause cancer- all approved staff to wear appropriate PPE and to be informed of the risks associated with handling the product.

R48/20/21/22: Harmful- danger of serious damage to health by prolonged exposure though inhalation, in contact with the skin, and if swallowed- handling of product only in well ventilated areas, by approved personnel wearing the appropriate PPE at all times.

R61 (1): May cause harm to an unborn child- no pregnant women to be on the refuelling area under any circumstance, area to be managed by senior approved staff.

R65: Harmful, may cause lung damage if swallowed- approved personnel wearing the appropriate PPE at all times during product handling.

Details of the maximum quantity of pollutants stored, or likely to be stored on site, or used for the licensed activity.

MAXIMUM quantity of pollutants stored and are likely to be stored are set out below;

JET A1 (AVIATION TURBINE FUEL) approved Above ground storage tank capable of holding 5,000L . Average quantity stored, based on fuel sales and usage is generally around 2,000L.

AVIATION GASOLINE (AVGAS100) approved Above  ground storage drums capable of holding 600L, Average quantity stored, based on fuel sales and usage is generally around 300L.

The above details and estimates are in accordance with our approved Environmental Protection Licence No. 20997

NEWCASTLE HARBOURSIDE HELIPORT POLLUTION INCIDENT RESPONSE MANAGEMENT PLAN

An assessment of the likelihood of a pollution incident and details of preventative measures or harm minimisation techniques, such as the location and use of safety devices.

The likelihood of a pollution incident is extremely low, as the fuel tanks have been installed under the latest strict environmental guidelines. Both tanks and drums are bunded.

Preventative measures include, the installation of tank monitoring wells and hatches which are inspected weekly. A full compliment of fire fighting equipment such as extinguishers and foam dispensing fire hose reels are installed in the event of a fire.

The fuel bowser is also fitted with a safety cut off mechanism.

Regular testing and inspections of all safety equipment take place on their respective due dates.

An approved spill kit is located at the hangar entrance to be utilised as an initial first response in the event of a pollution incident prior to emergency services arriving.

NEWCASTLE HARBOURSIDE HELIPORT POLLUTION INCIDENT RESPONSE MANAGEMENT PLAN

A plan to deal with the eventuality of a pollution incident, including early warning mechanisms and contact details of persons authorised to implement the plan.

Aerologistics Pty Ltd has a plan in place to deal with a pollution incident/ threat should it arise which includes the ongoing monitoring of all systems dealing with the safe storage of dangerous goods.

The plan includes the following procedures;

Regular weekly/ bi weekly inspections of fuel tank inspection hatches and monitoring wells observe and sample for any breach of the integrity of tanks and fuel bowser.

Regular “dipping” of the tanks and cross referencing to fuel sales and known volumes to ensure no loss of fuel.

In the event that a pollution incident does occur, staff will deploy the emergency spill kit and/or engage the facility’s fire suppression equipment. The following authorised personnel will as soon as practical contact OOO, notify NSW Fire Brigades, notify EPA, and notify any other relevant body.

               In the event of a pollution incident the following notification must take place;

  • First point 000 (FIRE, POLICE, and AMBULANCE) request any or all to attend depending on the incident.

Staff training plan, and records of dates on which the plan will continue to be tested and maintained in the future.

All staff associated with  Aerologistics/HeliServices are to read this document and its attached Environmental Protection Plan every 6 months plus take part in a facility familiarisation on the same day to ensure that everyone is updated with any changes of preventative equipment and emergency procedures.

Each staff member upon completion of the above must sign and date this document as receipt of their understanding of the procedures and regulatory requirements of their employer.
